
Elvis Oxley is President and founder of Oxley Consulting, LLC, a boutique government affairs firm advancing the legislative needs of companies by educating Members of the US Congress as to the mutual benefits of change. Oxley has been lauded by both sides of the aisle for his consistently innovative approaches to both problem solving and bridge building. Oxley Consulting offers its clients a unique hybrid between government relations services and thoughtful business development strategies. Oxley currently or has previously represented clients with interests in financial services, intellectual property, disabled Veterans, aviation logistics, international trade, the National Parks and Homeland Security.
Oxley recently launched www.insidelobbying.com with the Villanova School of Business’ Center for Marketing and Public Policy to increase the effectiveness of the public’s legislative visits to Capitol Hill.
In January of this year, Oxley and three partners founded QX Partners, LLC, a Service Disabled Veteran Owned Business focused on providing the Federal government with experienced management consulting services as well as product procurement representation for small and mid-sized businesses.
Prior to Oxley Consulting, Elvis Oxley served as Senior Director of Government Affairs for The Cosmetic, Toiletry and Fragrance Association where he directed Federal programs and policy outreach. He modified CTFA’s 113 year-old legislative strategy to focus on educating Congressional spouses and staff, instituting innovative and educational Congressional outreach programs such as makeovers for VIP’s at the annual First Ladies Luncheon; launching the first annual “Capitol Hill Fragrance Day” and arranging numerous corporate site tours. In addition, Oxley monitored Congressional legislation and effectively subdued legislation that could have been detrimental to the industry.
Prior to CTFA, Oxley was the Executive Director of The Ripon Society, a moderate Republican outreach organization. He increased corporate membership by twelve percent (12%) and maintained a ninety percent (90%) retention rate, increasing funds raised to over $1.2M annually. He and his staff of seven oversaw the first annual Ripon Policy Conference featuring nearly twenty Congressional Members and Chiefs of Staff, and nearly 100 Ripon member companies openly discussing detailed policy agendas.
Previous positions focused on marketing communications within the aerospace & defense (Stackig Advertising & PR Aerospace & Defense Group) and telecommunications arenas (BTI/ITC Deltacom and Alcatel USA).
He is an active member of the US Chamber of Commerce Small Business Council, American League of Lobbyists, International Peace Operations Association (Govt. Affairs Counsel member), GWU Executive MBA Alumni Board, National Italian American Association, and the American Marketing Association. He has been active with the Capitol Hill Club, American Society for Association Executives, and the National Association of Business Political Action Committees. He co-founded the Downtown International Club in 2003 in order to promote cross-cultural relationships amongst Congressional staff, government affairs professionals and other DC-area colleagues.

Lawrence H. Brinker is a Partner at Oxley Consulting, LLC and manager of New York State operations. By joining Oxley Consulting, a boutique business development and government relations firm based in Washington, DC, he further opens the corridor of commerce between State House and Congress for small and mid-sized companies and coalitions.
Mr. Brinker most recently served as Director, Government Relations for the Greater Binghamton Chamber of Commerce where he was responsible for the advocacy program at the local, state and federal levels of government. He is a registered lobbyist with the State of New York.
Mr. Brinker has over 30 years of successful leadership experience that includes both government and private sector responsibilities. He held key executive positions with The Building Industry Association of New York City (Executive Vice President), Express One International (President & General Counsel), AirTran Airways and AirTran Holdings (General Counsel & Corporate Secretary), Mountain Air Cargo (Director of Operations), Colgan Airways (Director of Safety & General Counsel) and AeroTurbine (Vice President & General Counsel). His public policy law clients included Asiana Airlines, Virgin Atlantic, Belgium Challenge Air, Garuda Indonesian Airlines, Agfa, the country of Moldova, the country of Jamaica and other international and domestic companies as well as numerous Not-for-profits and individuals.
He is retired from the US Air Force with 25 years total active and reserve service. During his military service he attained the rank of Lt. Colonel and held various positions including Command Pilot, Intelligence Officer, Operations Officer, Ethics Counsel, Legislative Liaison and Squadron Commander.
His public service includes being elected to the South Carolina House of Representatives, appointment by President Ronald Reagan as Special Assistant for Public Affairs (Veterans and Labor issues), Transportation Counsel for the Bob Dole for President Campaign and Transportation Counsel for New York State Senator Thomas W. Libous and Governor George Pataki.
He graduated from The Citadel with a BA in Political Science. He earned an MBA from Southern Illinois University and a JD degree from Atlanta Law School.
He is a member of the New York State Bar Association, the Georgia Bar Association, the Air Force Association, the Reserve Officers Association, and the Federalist Society.
